So I guess that the fact that Al Qaida operatives where in the United States before 9-11 (and Bush ignored the warnings) demonstrates that Bush was giving safe haven to al-Qaida

This comment might make sense if any of the nineteen hijackers were wanted men with the same notoriety as Zarqawi, and if the US were a police state where the secret police control all entries and exits.
