Col. Muammar el-Qaddafi, the Libyan leader, has publicly expressed regret that former President Ronald Reagan died before he could be tried as a war criminal for ordering an air-strike in 1986 against Libya that killed Colonel Qaddafi's adopted daughter and others.

Gaddafi's gibe was rather offensive since he must have known that the late Ronald Reagan was suffering from Alzheimer --hence he could never have been tried.
