That's probably better than Mr. Bush's policy goal, which is, apparently, to alienate as many countries, and their leaders, as possible. I'll take Mr. Bill any old day.

In this day and age, that is a biggie.

2. To collect and deposit "IOU's"

You see this all the time in any organization - the up and coming rising star is out their collecting IOU's and when the time comes, he is calling in all the chits.
