You are right to point out that an earlier recovery would have done better to protect against extremist movements. If the credit collapse, and the drying up of liquidity, was the main culprit, then it is true enough that steadiness and the lowering of interest rates would have cured the problem, and that palliative measures to reduce human misery would have sufficed to allay restiveness (as opposed to radical restructuring).
