Yes, although it obviously isn't the only thing they are doing.

Which aggressive and populous Arab countries is Israel fighting right now? I would be very interested to know.

I said DETER and defeat. Israel's power deters attack and prevents a wider war. It is also being used to fight back against the Palestinians, who are indeed a hostile power if not one with a high population or a lot of power.

Lower population equaling more aid needed doesn't mean that 1 or 0 population equals infinite (or "all the money in the world") is needed.

In fact if the population was sufficiently low all the money in the world would not do any good.
