The Cold War was basically a "Terror" War. We won it by fighting terror with terror. If the enemy killed our innocent civilians with a nuclear strike, we would retaliate by immediately killing their innocent civilians with a similar strike. Because the enemy was convinced that our retaliation would be swift and sure, they did not attack us. But, ultimately, we were prepared to kill their innocent civilians if they killed ours (and make no apologies for it).
