The tariffs do not surprise me at all. After all, Conservative commentator Bruce Bartlett wrote this about Bush:
“From the point of view of trade, it (Bush) is the worst administration since Herbert Hoover helped bring on the Great Depression by signing the Smoot-Hawley tariff in 1930.”

In the future, if someone wanted to construct a foreign policy / trade policy that was bad for America, they could just study the Bush Administration.
