Technology Corporations are offshoring R&D not the company that Bush in charge of. Major U.S. technology firms are not subject to Presidentail Executive Orders, only U.S. Governmental departments and agencies. Technology Corporations are not subject to Govt edict because this is a free country and in free countries Corporations and their investors are allowed to make any decision they wish inside the law.
