August 1992?

Bill Clinton was sworn in in January 1993. Janet Reno was sworn in as AG on March 12, 1993.

The moment they realized that they killed a Federal Marshall, they should have surrendered to law enforcement ASAP. If that meant driving into town and surrendering to the local police, that's what they should have done. If that meant finding a neighbor, and having them arrange a surrender, then they should have done that.

Frankly, for what ever reason; if an armed citizen gets into a firefight with a Federal Agent (doing his job, and killing him), and then retreats (with his guns) into his house, the outcome is likely to be tragic. Whether you're in the wilds of Idaho or South Central Los Angeles.
