There's a reason Carter, Reagan and George W. Bush all turned, in different ways, against this approach.

None of them got rid of Castro, nor did their predecessors. Fidel isn't going anywhere until he dies, regardless of who is US president.

The Cubans will have a lot of difficulty with Bush but they surely will never vote for Kerry. All South Florida needs to see is this photo of Kerry making nice with Daniel Ortega and it's over [scroll to about the middle of the page to see it.]:
