My camera ( and many others) already do it,
most do Mjpeg (Motion JPEG) compression, which is quite inefficient (1MB/sec or more) Some do MPEG4.

VGA, as said is 640*480 pixels (307,200)
most DV camcorders sport a 800Kpixel sensor.
Oh well, Video8 and HI8 camcorders have 350 or 480 Kpixels
