There is no direct proof (as far as I know), that links Saddam to the 9/11 attack. So far the answer is No. President Bush has said this in the past. Is there indirect evidence that Iraq may have been involved in the 9/11 attacks? Yes.

Is there evidence that Saddam's Iraq was linked to al Qaeda? Yes.

Is there evidence that Iraqis were engaged in terrorist attacks against the United States? Yes.

After committing terrorist attacks against Americans and the United States, did terrorists take refuge in Saddam's Iraq? Yes.

Did Iraq and al Qaeda cooperate in trying to manufacture chemical weapons in the Sudan during the 90's? Richard Clarke seems to say so in his book.

Was Saddam involved with 9/11? To the best of my knowledge, the President never said Saddam was involved with 9/11 - so the answer to that part of the question is: Yes, Saddam was did collaborate with al Qaeda as President Bush suggested.
