I wasn't talking about Northern Iraq. I believe that three of the bombers of the first World Trade Bombing were linked to Iraq or Iraqi. I believe two escaped the U.S. (one stayed in Iraq, and the other moved on).

Abu Abbas moved his head quarters to Iraq, Saddam's Iraq.

abu Nidal moved their head quarters to I believe Baghdad, Iraq in 1998.
