No, I think they're trying to say Iraq needs a dictator. They're just warning that intelligence indicates an army of suicide bombers is prepared to strike over the next few weeks. There will be chaos and problems in Iraq for some time to come. There might even be civil war and a radical islamic regime might take over. Who knows? Certainly a lot of countries are trying to influence this transition to make it benefit them, from Syria to Isreal to Iran.

Syria might be interested in annexing part of western Iraq. Which they might get away with since there aren't oil fields in that region. Iran might try to make the Shite south an idependent state that is friendly to Iran. This wouldn't sit well with the western oil imperialists, as this is where half of Iraq's oil is. Isreal might just want to foment choas and civil war, as an unstable Iraq would keep the arabs busy fighting each other, rather than Isreal.
