Clinton benefitted greatly from the Peace Dividend Reagan captured by ending the cold war, and the cap gains tax cuts Reagan put in place by Reagan, which set the stage for the concepts of venture capital to work financially.

Besides, the clinton economy worked its way into a preposterous bubble, as you know. It was all beginning to unravel during his final year in office.
