that is why the EUR is not taking over the USD as reserve currencies.

In an earlier post I pointed out that Chirac and Schroeder are trying to "hijack" the European Union - they do not even consider what Berlusconi of Italy has to say not to mention the row with Poland and the other smaller countries.

If Chirac / Schroeder doctrine is passed the European Union will fall apart in time. No European would accept the dominance of France or Germany.

During the last 200 years except of the Ottoman Empire which was defeated and Austro Hungary relatively peacefully disintegrated, only Germany and France tried to conquer Europe under their rule and order by initiating sevral devastating wars from Napoleon, Frederick William & Bismarck of Prussia to WWII (not to mention earlier wars).

The disdain of German or French rule is deeply rooted IMHO and the only smart thing from Chirac and Schroeder is that they realize that joining forces they may impose on Europe their own nations old dreams - Conquering ALL of Europe

IMHO mish it is not so much about the content of the new EZ constitution as it is about who will call the shots in EZ ... and the way I see it Chirac and Schoeder may succeed :(

`Blockade'

German Chancellor Gerhard Schroeder accused U.K. Prime Minister Tony Blair and Italian Prime Minister Silvio Berlusconi of allying with European conservative parties in a ``blockade'' of the German and French-backed candidate, Belgian Prime Minister Guy Verhofstadt.

Denouncing ``the blockade policy and power politics,'' Schroeder said that ``with Guy Verhofstadt we would have a European by conviction who can do this job, and I regret that we've not been able to agree, at least not yet.''

EU leaders postponed the decision of who will succeed Romano Prodi for the five-year term starting Nov. 1. Patten and Verhofstadt bowed out. The Belgian leader told a press conference that he was ``no longer available'' for the job.

The clash echoed past personnel disputes in the EU, such as Britain's veto of another Belgian leader, Jean-Luc Dehaene, for the commission post in 1994 and Chirac's move in 1998 to force the first president of the European Central Bank, Wim Duisenberg, to step down early to make way for a Frenchman.
