The U.S. deliberately destroyed the Iraqi water and sewage systems in the 1990 Gulf War. It was a very bizarre action, since the aim of our war was supposedly to remove Saddam from Kuwait. Keeping that in mind, read this about the post-war sanctions regime:

Nothing surprises me. After seeing how Reagan/Bush operated in the ME during the '80s, I realize our gov't is capable of all kinds of misguided behavior.
