Saddam and Al Qaeda had a common enemy in the United States.

US involvement in Iraq was a cause celebre of Al Qaeda and other Jihadi groups. A number of terror attacks were timed to commemorate anniversaries of the beginning of UN sanctions (the African embassy bombings) or Saddam's defeat (the 1993 WTC bombing).

Saddam's Iraq gave sanctuary to terrorists, some of whom had targeted Americans (including the man indicted for building the bomb used in the 1993 WTC bombing).

Iraqi diplomats were expelled from the Philippines for giving aid to Muslim terrorists who killed Americans.

And Vladimir Putin just recently disclosed publicly that Soviet intelligence had given warnings to America that Iraq had planned attacks against American targets, both abroad and at home.

Clearly, the Iraq war was an integral part of the WOT. And that's why Bill Clinton recently said Bush had no choice but to attack Iraq.
