OBL was not a creation of the CIA. He was a wealthy religious fanatic who funneled money and material from his home country of Saudi Arabia to rebels against the Soviet invaders in Afghanistan. It would be acceptable to say he was then an ally of the CIA since the CIA was alao funneling money and material to the same forces. But the CIA didn't create him or create what he became after the end of the Afghan war. I consider the story you posted very dubious, BTW.
