Its pretty common knowledge that al Qa'ida has supporters within the gov't. The Saudis of course deny it, and much like an alcoholic, keeps reaffirming that they have their drinking under control.

The Saudi gov't is fairly repressive. There are many Saudis who are opposed to it.
