block certain internet sites from a pesky 12-year old

Can't be done!

Try as you might, the sad truth is that your pesky twelve-year old will probably always be one step ahead of you with computers.

Reminds me of something that someone I worked with told me a few years ago. He installed some kind of parental controls on his PC after finding that his 11 year old son had been downloading a whole lotta porn. After setting up the parental controls, he invited his son to try to defeat them. I don't remember the whole story as to what the kid did, but I recall it involving rebooting and safe mode and some other tricks, and the kid was past all safeguards within 5 minutes.
