You are reading a link between clauses that doesn't exist. I suspect you, as the ultimate wordsmith, would not come to the conclusion you are drawing if you were looking at it objectively. BTW, I'm not sure it was me who said Bush never linked the two ever. I'm not sure I have all the facts to make such a pronouncement. You might be confusing that topic with my correct assertion that Bush never said the threat was imminent.
