The Iraqis who are a threat need to be dealt with. There are rules and standards our military uses to deal with them. Ocassionally, a soldier breaks the rules. Those people are currently being dealt with by the proper authorities. With 140,000 people in the theatre, we are a medium size city of soldiers. What's the crime rate for a city of 140,000 here in the U.S.?
