Iraq was one of the moderate arab regimes that was in Osama Bin Laden's sights for elimination. There was no cooperation between the radical muslim OLB and the somewhat secular Saddam Huessein. Saddam Huessein was the type of guy who used Islam as a form of social control over his people and found it useful for such purposes, but didn't have a fanatical attachment to it like OBL. The suppossed Saddam/OBL link was a convient propaganda tool used by the Bush Admin to whip up anti-Saddam anti-Iraq fervor ahead of an attack.
