I think by referring to the planet as the "Mental Institution of the UNIVERSE!", Goethe was comparing all of us to a much higher standard than we would compare ourselves. Still...I get his point. Even periods of rationality for humanity have generally been contaminated with a lip service allegiance to human rights.

He is calling us insane, you know?! Of course, that too is a relative concept. Just as all primitives (to us) were immoral...even while they considered themselves "Godly". It is all so silly...

Goethe was obviously measuring sanity by rationality and compassion. In that respect I suppose there is little to dispute in his pronouncement.
