Due to its population and defined nature Quebec has always presented difficulty in creating a national government. The best way of summarizing it goes something like this: My father was born in Montreal in '04 of an Irish father and and English mother. He came to the USA in '20. He never liked Canada. Said that they had two reasons for not doing things in Canada. 1) The English wouldn't like it. or 2) The Catholic Church wouldn't like it. Of course, this was 85 years ago.
