Yes, Kerry meets with and talks to top foreign leaders. He is very well connected and despite the fact they can't say it publicly, 90% of Europeans leaders are praying Kerry beats Bush.

Two summers ago before the Iraq invasion, Kerry spoke to a small group of us and said he'd been talking to Tony Blair's defense secretary. Can't remember the name. Kerry said the Bushies had planned to invade Iraq no matter what and it worried him. He told us that the best way to make sure it was done right was to work WITH them but also to demand that they plan very carefully and work with a broad coalition. That's one example of JK talking to a foreign leader.
