It goes back further than that, don't you think? Hype has been a part of releasing movies, and furthering political careers, and doing just about anything to influence masses of people, since, forever. I imagine there was plenty of hype surrounding the crusades, for example...

Now if you are speaking only to the issue of hyping film, I still think that predates Blair Witch- although they did a brilliant job hyping the movie. A+ hype job, D+ movie.
