Clarke said the orders came from either Andrew Card (ie Bush himself) or Colin Powell's office. I doubt it was Powell, but whomever it was, it was a close friend of Prince Bandar and no move would have been made without Bush or Cheney approving it. Powell would never have given such an order himself without checking with the White House and CIA.
