When discussing foreign policy, it seems relevant to be clear about the consequences of bad policy -- the consequence in this case being death for a large number of people who would otherwise be alive. Bad policy is often presented with elaborate but flimsy assertions that conceal the real risks and the real costs. There was and it seems there still is a willingness to vocalize unfounded claims about rapidly creating a democracy as an excuse for bad policy. The cost of this type of policy mistake is measured in bodies and dollars -- both current and future. Foreign policy is not merely an intellectual debate -- it is an occupation where mistakes kill people.
