Elections? Have we had elections? Iraq is a security shambles. You can go through the motions to stage "elections" -- but the idea that you can go into a country, blow up the government creating a security vacuum in which nobody in the country knows if they will live to see another day, and then one day announce that you are going to instantly create a "democracy" by holding "elections" is just more pie in the sky.

Some pretty strange governments have had elections- the test is not holding an election, the test is seeing what happens during and after the election. If they have elections, and people don't observe the results, or if the results are suspect, then the elections don't matter.
