To clear up a little confusion the two opposing quotes from Kerry where about the first Gulf War. The "I actually did vote for the $87 billion before I voted against it" statement is from the current war.

The vote against the war was on January 11th 1991. The US attacked on January 17. The anti-war letter from Senator John Kerry to Wallace Carter of Newton Centre, Massachusetts was dated January 22. The pro-war letter from Senator Kerry to Wallace Carter was dated January 31. The ground war started Feb 24.

Both sides of the flip-flop happened after the US started fighting but before the ground war started. Neither the initiation of hostilities nor the initation of the ground war was in between the pro-war statement and the anti war statement.
