We install a guy who wants to declare martial law on day one -- that is not the kind of environment in which you have elections. Then the US says that the Iraqi Government, the supposedly sovereign Iraqi Government does not have the authority to declare martial law! The US, in a sovereign Iraq, is the only one who can declare martial law! The fact is, there is NO security in Iraq for anybody, and without security there is no way to hold elections. Leave aside the fact that the whole political process is non-existent and the institutions of democracy do not exist in Iraq.
