There will be no "police" until the Iraqis do it. You can't police with foreign troops. All you can do is maintain martial law.

Better martial law than no law. Had a chat with an Arabic-speaking Filipino reporter who'se worked the Middle East for a long time, and recently did a spell in Iraq. Basically pro-American, but he said corruption and organized crime are already huge problems, and they will get bigger. The cops are apparently as corrupt as those in Manila, which is saying something. Another comment was that 99% of this goes on without Americans knowing anything about it. This I'm inclined to believe, knowing quite well how much can go on beneath an apparently tranquil landscape.
