Sorry, dude, but the first reference was dated 1991.

Lets try again. Suppose I said something in 1991. Then suppose I supported the same idea in 2000. Now imagine I condemn the idea in 2004. Did I change my mind over a 4 year period or not?

The only way you can say it was more then 4 is to say that he was lying about his opinion and voting against his opinion in 2000, or that he was lying about his opinion and condemning an opinion he actually still holds in 2004.

The fact that he may have said something in 1991 doesn't change the fact that he supported one opinion in 2000 and then condemned that opinion in 2004.

Hint......subtract 1991 from 2004 and see what you get.
