I don't think we will ever see real school reform until parents get off their backsides and demand it, while acknowledging as well that parents who take no interest in education are a good-sized piece of the problem. Top-down won't make it without immediate application of force on the community level.

This is why vouchers always struck me as a chickenshit idea. All they would do is pull the activist parents out of engagement with the public schools, and dramatically reduce the chances of forcing reforms. The answer is not to abandon ship, but to mutiny, and take back the schools.
