Yes, it is. I was cured of vouchers when I got involved in the last California effort to pass a statewide law on them and saw that suburbia was not in favor of them. The majority think their High Schools are doing a good job. They are doing a con job. The bright kids do well, the average come out crippled with bad work habits. They either get cured of them in the real work world, or never do well.

The Chinese don't have this problem.
