I cannot find a clear cut allusion to his state of mind, only to his having botched defensive measures. The fact that he gave contradictory orders, however, should signify the state of confusion to which I initially referred, and there is a further clue in the text you quote: Why is no blame attached to leaving the planes on the tarmac? Because Manchester offers the shock and confusion as an explanation.
