The commies aren't restrained by morality to win the election for Kerry

Kerry is considered a hero in North Korea. All of his speeches are broadcast on radio and TV, to prove to the populace President Bush is an ogre and starving the Koreans. They very strongly want him elected as they believe they can screw him just as they did with the Carter/Clinton dunce duo.
Carter should return his IgnoblePeace Prize.
