In a social context, the issue of liberty may be regarded as determining the conditions under which the determination of a court or official may be substituted for one's own judgment. The default position is to assume that the individual is better positioned to determine the elements of a decision, and, in any case, has the greatest stake in the outcome, and therefore should be left to his own business. But in various circumstances viewpoint of the individual is not considered comprehensive or objective enough, or too many others have a substantial stake in the action, and the decision is subject to review by an official or in an official forum. I cannot see a situation where there will never be resort to courts or others sorts of arbitration, like zoning commissions, and therefore, I cannot quite see what you are envisioning.
