The military experts you allude to thought that it would be a tough campaign, and would cluck at every minor glitch. Instead, the actual planners were correct, and it went very smoothly. Our troops did not "facilitate" rampant violence and looting, they did not crack down on it hard. However, in due course, things settled down. It has not been "that way ever since", it has improved by many measures, including the repair of electrical and oil infrastructure, the opening of schools and hospitals, the increase in business, and there has been an increase in indigenous security forces.
