I don't think China is worried about N.Korea as much as China is concerned about the US and what it might fumble on the N.Korean situation.

As to China rearming, the country actually and necessarily spends way below its weight on a per capita GDP basis, since its armed forces are not exactly preparing to go far and wide. Big rockets guarantee security to an extent, being friendly does the rest, and the US can do the remaining until the US can no longer.

Japan? It is best that they keep buying T-bills. Japan appears to be a neutered country that even specs the boxer shorts odd, with a very small opening, to fit the need or to feel better about the size of the occupant within, relatively speaking.

Russia? Will rise again.
