Perfect justice is when everyone's needs are being met absolutely and simultaneously.

People have needs that have nothing to do with justice. Is it an injustice, or even a deviation from an idealized perfect justice if you don't have all your needs met? I think I would say no.

I disagree with your definition of "perfect justice". Perfect justice present when everyone gets what he or she deserves. Only God could solve that equation successfully. In practical terms, it exists when the laws do not create arbitrary disabilities, and when a society provides help in overcoming adversity.
