What he meant, Sandy, (and International law backs him up on this), is that the occupier of a country has certain legal rights and responsibilities --- and national security and defense of the occupied country are responsibilities of the occupier.

If terrorists are flooding across Iraq's weakly guarded international border --- it's OUR legal responsibility to prevent it.
