I agree that the Canadian impaired driving law sounds crazy.

If the "rights" were irrational or unsupportable then they would not be useful as regards the freedoms and rights of humanity.

I didn't say they the rights where irrational but rather that their rationality and constitutionality doesn't always mean they will be enforced. Human institutions are imperfect. Government, including the court system, is a human institution.
