The most effective and courageous civil rights leader in the US Senate was Hubert Humphrey. He really got the ball rolling at the 1948 convention in Philadelphia when the Dixiecrats walked out. That year, the Democrats had the courage to put a strong civil rights plank in the platform even though they knew they would lose 4 Southern States.
