Kerry wrote a book called "The New War" and is a top expert on counter-terrorism. His position on counter-terrorism is to go afte the terrorisms and catch them or kill them wherever they are hiding. But except for Afghanistan there is no country you can invade to stop terrorism. Therefore, 100% cooperation with foreign allies is the key, and also use of smart human intelligence and paramilitary police and special ops work. Armies and navies are a very clumsy weapon against terrorism. Something Bush hasn't figured out yet I guess. Look at how the Israelis do it. Not with invasions but with great intel and ruthless pin-point accuracy.
