If you read Richard Clarke's first chapter, you will see the terribly long list of things that needed to be done instantly, once the second plane hit. Directing air traffic is only one. I simply used that as a marker.

Imagine any other president, particularly one you disliked, sitting there for 7 minutes in that situation; then imagine your reaction.

This one's not partisan. Bush choked. Badly. No one can know what the costs were: none, some, a lot. Too many imponderables. But he failed to handle the beginning of that crisis well.
