Let me explain the situation in Germany after the war ended. There were over 6000 bombings and snipings by SS werewolves in civilian clothes between 1945 and 1948. Werewolves that were captured were lined up and shot. They were all illegal combatants and terrorits and die-hard nazis.

Maybe that's why the Geneva Conventions were adopted in 1949.
