lolol Bill, who would have ever thought that Haliburton actually WON a contract under Bill clinton. See the difference Bill? They WON the contract. That meant that they had to bid on the thing and then stick to a price. Ofcourse why bother with all that legal nonsense when your dealing with the good people at Haliburton right Bill??
